Our client needed to understand how regional authorities in the NHS influenced the implementation of central guidance, in order to gauge the extent to which business planning, and marketing and sales activity could be uniform across England and the extent to which locally-based activity would still be necessary.
Using existing contacts, Translucency conducted interviews with key decision makers in regional authorities, examining through these interviews as well as data collected from published sources the implementation of a sample of chosen guidelines in a selection of different geographical areas in England.
We analysed the information, using textual analysis software. On this basis, we prepared a report and recommendation. The UK Department of Health attempted to block our access to civil servants: using our network of contacts, we overcame this resistance.
